Programmers as Operatives

In which the author expresses the wish for all units i a large organization to have at least one programmer working day to day with them.
It seems to me that in large organizations programmers get so disconnected from the people they are working for, that neither one understands the other. I think it would be a good idea to plant a programmer - maybe 1 for every 30 people. They can help write applications for them, in the classic agile, iterative fashion - with immediate feedback. This makes requirements gathering easier, and in general would give everything a firmer base in reality.
